تناسب روند کنترل بیولوژیک با روند کشاورزی ارگانیک و نظم آفرینی در مواجه منسجم با ریسک های غذا در ایران و منطقه

چکیده
میزان توجه به تولید و عرضه محصولات ارگانیک و سطح نظم در این مقوله شاخصی برای اهتمام عملی مردمان و نهادهای یک منطقه به ایمنی غذا است. نظم و نظام تولید و عرضه محصولات ارگانیک در نیم قرن اخیر از مراحل اولیه شوق و تمایل گروهی به مرحله سرمایه گذاری رسیده است. رمزگشائی از این نظم آفرینی و این مسیر ناهموار طی شده، نه تنها زمینه ساماندهی به ساختارهای متعدد و معمول عرصه ایمنی غذا در کشور و منطقه را فراهم می‌نماید، بلکه زمینه مواجه منسجم با ریسکهای غذا را از مسیر آنالیز ریسک هموار خواهد کرد. آنالیز (تجزیه و تحلیل) ریسک در قالب فرمتهای توافق شده بین المللی به مدیریت ریسک، ارزیابی ریسک و اثر متقابل و ارتباطات در این زمینه تقسیم می شود. این شیوه و رویه عالمانه و توافق شده بین المللی اگر بصورت هماهنگ و منسجم مبنای ساختارسازی لازم برای رعایت موازین در صادرات مواد غذائی، در واردات مواد غذائی، همچنین در تولید، مصرف و بازرگانی داخلی و خارجی قرار گیرد؛ نظم و نظام لازم و کافی برای تضمین ایمنی غذا در کشور و منطقه تبیین خواهد شد. روند این نظم آفرینی با روند تحقیق و توسعه کنترل بیولوژیک و کشاورزی ارگانیک تناسب دارد و ظاهرا همگی در مرحله سرمایه گذاری مادی و معنوی متوقف شده اند. حدود ده هزار هکتار کشاورزی ارگانیک و با احتساب منابع طبیعی و مرتعی حتی 80000 هکتار در تراز برنامه اولیه راهبردی کشاورزی ارگانیک با افق تبدیل 1 درصد محصولات خام و فرآورده-های گیاهی و دامی به ارگانیک، حداقل در حد متوسط جهانی، نیست. تقویت نیروی انسانی، تشکلهای علمی و اجتماعی بصورت فردی، ملی و منطقه ای شرط این نظم آفرینی پربرکت است.

Is organic agriculture percentage an indicator of the practical attention of the people and institutions of a region to food safety? The systems on supply chains of organic products in the last half century have reached the stage of investment from the initial stages of enthusiasm and a group desire. The organic guarantee systems not only provide the food safety in the country and the region, but also will also provide appropriate approach to food risks via risk analysis in an internationally agreed formats. It is divided into risk management, risk assessment and risk communication. It is the basis of the necessary system to boosting export of food products as well as controlling the import of food products regionally. Such this approach is compatible with the process of research and development of biological control and organic agriculture, and apparently all of them have stopped at the stage of wealth and spiritual investment. About 10000 hectares of organic agriculture and even 80000 hectares including wild collection is not at the level of the basic strategic plan of organic agriculture with the horizon of converting 1% of raw products and plant and animal products to organic and the global average level (1.5%). Strengthening human resources, scientific and social organizations individually, nationally and regionally is the condition of this blessed order creation.
